Funding Policies


Partner Requirements

The following expectations are required of all Foundation applicants and partners:

  • Applicants must be a registered and recognized public charity as determined by the IRS (or fiscally sponsored public charity), with a funding preference for independent 501(c)(3) organizations.

  • All Foundation partners (i.e. grantees) must directly and explicitly address education, mentorship, arts, creativity, health, and/or well-being.

  • Partners must be based in and committed to serving Oregon and/or Washington State; rare exceptions made for out-of-state organizations with initiatives in Oregon or Washington

  • Partners must be actively and intentionally committed to diversity, equity, and inclusion, especially at it pertains to policies and programs impacting those employed and served by the organization.

  • Partners must recognize, celebrate, and welcome all LGBTQ2IA+ employees – including support for their right to publicly identify and their right to publicly date, marry, and/or or enter into lawful union – without associative retaliation, termination, or disciplinary action.

  • Partners must extend equal welcome, opportunity, and services to all employees, participants, volunteers, leadership, and/or members without their subscription to, participation in, or pledged commitment to any one religion, faith tradition, or belief system.

Partner Restrictions or Limitations

We do not consider the following requests:

  • for sectarian or religious organizations whose principal activity is for the primary benefit of their own members or adherent, including faith-based organizations whose mission or programs proselytize or preach traditions of a given faith or belief system:

  • from institutions, who — in policy or practice — unlawfully discriminate against persons for their race, ethnicity, sex, sexual orientation, gender, gender identity, gender expression, religion, ability, socioeconomic status, age, or other individual identities

  • for propagandizing or for influencing legislation and elections

  • from individuals unauthorized to act on behalf of a qualified tax-exempt organizations

  • from individuals for their personal benefit

We rarely consider the following requests:

  • for sectarian or religious organizations, or those identified as a church or religious organization by the IRS

  • from organizations outside the United States

  • for endowments, or for multi-year commitments exceeding four (4) years

  • for the explicit purpose of repayment of loans, debts, or operational deficits of any kind

  • from organizations with a history of (or currently experiencing) intense public scrutiny, public litigation, or other activity that would jeopardize/conflict with the Mission or Values of the Marie Lamfrom Charitable Foundation.


Grant Terms & Reapplication

A grant term — unless otherwise noted — is considered to be twelve (12) months. A grant term is complete when twelve months have passed and a grant report has been submitted. At that time, unless otherwise directed by the Foundation in writing, organizations are eligible to reapply for funding. Applicants will be awarded no more than one award per year unless otherwise articulated in a grant policy.

Note: Some exceptions may apply to Specialty Programs, such as our annual birthday award or urgent response funding. Consult with your Foundation primary contact or email us at grants@marielamfrom.org with any questions.

Withdrawal or Gift Returns

The Marie Lamfrom Charitable Foundation reserves the right to withdraw funding and/or have funds returned should organizations or funding partners:

  • not utilize funds awarded

  • utilize funds in ways not agreed to in the Grant Agreement, and/or

  • demonstrate behavior that does not align with the values and priorities of the Marie Lamfrom Charitable Foundation.

Organizations who do not utilize all funds awarded may request an extension via email; extension requests should be submitted 3-6 weeks prior to the conclusion of the grant term, if not sooner. Failure to request an extension may result in the return of unspent funds.

Endowments

The Marie Lamfrom Charitable Foundation is not inclined to support endowments or Investments, or issue grants for organizations who seek to invest the funds for profit. Some exceptions may be made for organizations with whom Marie Lamfrom has a longstanding relationship and 10+ years of cumulative giving.
